Question:Is it possible to monitor the voltage of the target power supply during programming?

The voltage monitoring with a programmer assumes that the target power supply is cut off, and it is not possible to perform a strict voltage value check.

Since the programmer is not a measuring instrument, the accuracy of the measured voltage cannot be guaranteed. In addition, calibration is not available.

For example, if you want to check that the supply voltage to the microcomputer is within the range of 5V±10%, you need to prepare a separate measurement device.
